Let's look at the first one: There's a monster. There's means there is. You use "There's" for a singular (one) object. For example, "There's a pencil", "There's a desk" or "There's a rubber". These sentences show that there is only ONE pencil, ONE desk, and ONE rubber. Do you understand? Now, let's look at the second one: There are four cats. You use "There are" for plural (more than one) objects. For example, "There are two pencils", "There are three desks" or "There are four rubbers".
